Creative Encounters: Cultural Partnerships between Asia and Europe supports collaborative artistic and creative projects that bring together arts organisations and artists from both regions.
We, ASEF, ANA & TEH, actively foster connections across cultures by supporting dialogue and artistic collaborations. Through this joint initiative, we aim to reinforce Asia-Europe exchanges that encourage creative collaborations, enhance the mobility of artists and cultural professionals, and deepen mutual understanding between the cultural communities in the two regions.
We encourage organisations to submit multilateral projects that engage several partners and participants from the 49 member countries of the Asia-Europe Meeting (ASEM)1 and that reflect the diversity of the two regions.

For this 4th call, we invite proposals that explore issues of cultural mobility and community engagement. “Cultural mobility is not about one-off, superficial experiences: it is about engagement with another culture, and it requires time, knowledge and depth to allow ‘mobile’ artists to develop meaningful connections and real exchanges. The process deserves consideration, not just the concrete and tangible outputs, in order to shape valuable and enriching encounters and long-term quality exchange. This also contributes towards building quality exchange between organisations and individuals.”2
In this context, we would like to support arts projects that explore community engagement approaches and processes that are rooted in relationship building and which address the following questions:

What is the process of engagement between the artists and the community?

How can we guard against superficial engagements?

What examples/good practices exist for ‘real’ engagement with communities either in the creation of art works or in their outreach?

How can we encourage the “connectedness of art practice to everyday life”3?

Eligibility:
Applicants and project participants should come from ASEM member countries.
Projects should be jointly proposed by a minimum of 2 partner organisations (not individuals) from ASEM countries, with at least 1 partner each from Asia & Europe. We welcome multiple project partners.
Projects should take place between 1 Apriland 30 November 2015.
Projects should include result-oriented activities that facilitate collaborations, co-productions, exchanges and dialogues between artists and cultural professionals from Asia and Europe.
Project events should only take place in ASEM countries.
Online projects have to be managed from ASEM countries.
Selection criteria include:
Specific focus on the theme of arts and community engagement (as outlined above) addressed through any artistic discipline (performing/literary/visual arts, film, new media etc.) or through cross-disciplinary/cross-sectoral approaches;
Artistic projects facilitating dialogue, exchange of ideas, collaborations and co-productions between artists and cultural professionals from Asia and Europe;
Projects forging long-term partnerships and sustainable collaborations between Asian and European arts organisations;
High-visibility projects that include public outreach through arts events (e.g. exhibitions, festivals, performances) and/or encourage exchange of creative processes/good practices;
Projects focusing on capacity building for artists and cultural professionals.
We will only partially fund the selected projects up to a maximum amount of Singapore Dollars (SGD) 25,000. Additional funding sources have to be identified by the applicants and mentioned in the submitted proposal. Our contribution cannot exceed 50% of the total project budget. It will also not include seed funding or cover operational costs.

The initial proposal should include information on the concept and objectives of the project as well as the partners. The information should be submitted in English in the provided application form.
Project proposals should be submitted through ANA’s website latest by 6:00 pm (1800 hrs) Singapore time on 15 July 2014. No email submissions will be considered.
Please include “CreEnc-Abbreviation of the main project partner-Project Name” in the “Name of Project” field on the online application form. The project name should be no more than 30 characters in length: for example, CreEnc-ASEF-Creative Encounters. Project proposals that exceed the word limit will not be considered.
Shortlisted projects will be announced on the websites of ASEF, ANA and TEH on 1 November 2014. Only the successful applicants will be informed by email.
Subsequently, shortlisted applicants will be asked to submit a detailed proposal (that includes the project budget and communication plan) latest by 6:00 pm (1800 hrs) Singapore time on 30 November 2014.
Successful projects will be announced on the websites of ASEF, ANA and TEH on 15 January 2015. Only successful applicants will be informed by email.

The Asia-Europe Foundation (ASEF) promotes understanding, strengthens relationships and facilitates cooperation among the people, institutions and organisations of Asia and Europe. ASEF enhances dialogue, enables exchanges and encourages collaboration across the thematic areas of culture, economy, education, governance, public health and sustainable development. Arts Network Asia (ANA), set up by an independent group of artists, cultural workers and art activists, is an enabling grant body working across borders in multiple disciplines that encourages and supports regional artistic collaboration as well as develops managerial and administrative skills within Asia. ANA is motivated by the philosophy of meaningful collaboration, distinguished by mutual respect, initiated in Asia and carried out together with Asian artists and arts communities. It operates in 11 languages. ANA is supported by the Ford Foundation since its inception in 1999 and hosted and managed by TheatreWorks (Singapore).
